Abstract

This article offers a comprehensive overview of the evolution of transparency, Open Government, and Open Data in the context of modern public administration. We underscore the inherent challenges related to data protection. The analysis delves into the IV Open Government Plan 2020-2024 and its commitments that the Canary Islands have been actively pursuing, taking into consideration the perspective of the Federation. Moreover, it thoroughly explores the crucial role of Open Data as a catalyst for innovation, examining the regulatory framework and open data portals at both the European Union, Spanish, and Canarian levels.
This focus on transparency and openness implies the implementation of robust security measures and the protection of personal data in so-called data spaces. Before the publication of documents, data, or datasets, privacy by design measures are applied to personal information in compliance with current regulations, ensuring the safe and legal use of data.
