Overview of the regulatory evolution of the legal framework toward a fully electronic Public Administration, using the technological architecture implemented in the Autonomous Community of the Canary Islands as a case study.
The paper reviews the main tools available in this environment and provides a concise description of the technological services currently in use. It also highlights the fundamental role of multidisciplinary teams involved in the digital design of procedures or services, who must identify the applicable scenarios, the procedural path (iter procedimental), the involved user roles, and other key elements.
All of this is carried out while keeping in mind that the citizen must occupy a central position in every administrative procedure.
