Abstract

This paper aims to address the reuse of public sector information within the European Union. To achieve this, an analysis of Directive 2019/1024 is undertaken. This Directive seeks to ensure fair and non-discriminatory conditions in the realm of reusing public sector information, and its proper harmonization and balance with other regulations such as those related to intellectual property, privacy, or personal data protection. Additionally, the Directive aims to incorporate guiding criteria to achieve proper harmonization of public sector information reuse with fair business practices. Finally, this paper examines what are known as high-value datasets, to which the Directive grants special characteristics.
