The scope of autonomous competences over the sea, their projection on the maritime-terrestrial public domain and the concept of “territory” for the purposes of the exercise of autonomous competences is a complex issue. Some aspects are still in the process of being defined by the jurisprudence of the Constitutional Court; others are subject to changes that may have an impact on the legal regime.
